North Valley Substation Rebuild
and Expansion Project
Overview
This project includes construction activities at SDG&E’s existing North Valley Substation just north of College Blvd. and North River Road in the city of Oceanside. This project addresses safety, and environmental and reliability concerns within the North Valley Substation. As the regions grow, so does the need for additional energy.
The project includes:
- Removal of overhead 12kV distribution lines and poles along North River Road
- Undergrounding of electrical system along North River Road
- Replacement of aging electrical equipment
- Expansion of current substation
The first phase, starting in July 2024, will include grading at the existing substation along with trenching along North River Road and College Blvd. Underground structures will be installed and multiple overhead wire spans and poles in the area will be removed. As part of the ultimate buildout, the distribution job will relocate two existing circuits and install one new 12kV circuit to meet electrical loading needs in the local area.
This phase will include the buildout of the new substation and undergrounding of transmission lines. New trees, landscaping and screening will be installed. A portion of the construction activity will take place on the street and sidewalks surrounding the SDG&E-owned property. Once construction work is finished, SDG&E will complete landscape enhancements. This will occur in Q4 2024 – 2026.
What to Expect
Traffic delays and temporary lane closures are expected. SDG&E plans to have traffic control measures during construction and our crews will strive to minimize impacts to you and your neighbors. Construction activities at this location may occur intermittently. Work hours, traffic control measures and noise restrictions for each area are established by local jurisdictions.

All work on city streets will occur from 9 a.m. – 3 p.m. Monday – Friday.
